Culling and Tooltips

Added another option to the options menu called "Culling" it allows the player to set the distance at which certain objects are culled. Lower this if you find your computer stuttering.

Added a debug mode to help test things.

This is yet another attempt to fix the occasional stuttering my tester has been getting. I haven't been able to reproduce it consistently.

Added some tooltip information in the options menu. When you hover over Dowsing, Objectives, and Culling a little text box will pop up describing what the option does.
